Sir,
I have the honour to report that, having reason to believe that C.0.133m Loung Iz, who joined on the 11th August 1879, was a member of the Triad Society, his clan numbering amongst the Stone Cutters at Shau-ki-wan, and that mostly Aungtam were also members. I spoke to the Constable on the subject, he denied complicity, but stated that he was willing to give $1,000 security for his good behaviour in connection with the Society.
I would recommend that this be accepted, and that the Crown Solicitor should prepare the bond. I think it will give the Government a certain hold over the Shau-ki-wan Stone Cutters.
